HPSYSTIMEOUT  A variable, that when set to a positive number, defines
              the maximum value that the HPTIMEOUT CI variable can be
              set to.  If HPSYSTIMEOUT is zero it has no affect on
              the HPTIMEOUT variable.  Note: HPSYSTIMEOUT can only be
              set by the Security Monitor.
